hmm.. My apologies. I was in a rush to write the post.
What I meant was... Lets say your running a point based site. You managed to refer 9 people that earn you 10% from what they make. You are working your way to try and get one of the bigger prizes. 8 of those people, for whatever reason, become inactive.
There are countless other users already in the system who are not referred by anyone else.
My suggestion, as contraversial, was to give the option for you to "purchase" them (with real money) as referrals. Those non-referred members would then become referred by you. Mind you, it should be chosen randomly in all fairness.

With this suggested, there are both pros and cons to it.. It was just an idea I wanted to throw out there. I know some click based websites do it, but clickbased site users make so little that it doesn't make much of a difference unless you buy in bulk.
Thats also why I suggested, if FSrev wished to go with this, an even lowered amount for bought referrals, to counter the chaos it might bring.
Edit: Thanks for the speedy reply Chris. Its understandable, indeed. I've seen some other things offer that kind of system so I wanted to bring it up. I myself, might be interested to try the waters but it might not be for me. I just wanted to throw in another idea
